Having accumulated more than three decades of experience within the field of medicine, Dr. Hutchins has garnered a laudable reputation as a professor and the director of the public health and preventive medicine residency program at the Morehouse School of Medicine in Atlanta since 2017. Having entered her discipline in 1986 as an epidemic intelligence service officer for the Centers for Disease Control and Prevention in Atlanta, the leading national public health institute of the U.S., she subsequently served as a medical director and medical epidemiologist on site until retirement in 2017. An expert in community health and preventive medicine, Dr. Hutchins has likewise provided her expertise as a consultant to the David Memorial Medical Foundation in Nigeria in 1991. She served as a consultant to the Lesotho Ministry of Health during 1988 and the World Health Organization during 1991. Additionally, she excelled as a temporary advisor for the Pan American Health Organization in Trinidad during 1992.
Dr. Hutchins has contributed an extraordinary amount of effort trying to eliminate diseases from continuous transmission in the U.S. She successfully led efforts for funding during the Clinton Administration to secure a vaccine for insured and underinsured children at no cost. The initiative has notably helped to eliminate childhood diseases for more than 30 years, especially measles and also closing the gap between ethnic populations by way of vaccinations. Some of Dr. Hutchins' continuous research interests today include health services research, health equity research and immunization screening and policies.
A talented writer, Dr. Hutchins authored her first book chapter in 1990 in the book titled "Preventing Disease Beyond the Rhetoric." She has also contributed approximately 90 articles in scholarly journals and as abstracts and special conference proceedings and reports. Furthermore, she serves on the editorial board for the American Journal of Public Health and the Journal of Racial and Ethnic Health Disparities. A recognized member of several professional organizations, Dr. Hutchins has been aligned with the American Association for the Advancement of Science, the American Public Health Association, the Commissioned Officers Association, the National Council for International Health and the Rebecca Lee Medical Society. She is also an elected fellow of the American College of Preventive Medicine.
A graduate of Cornell University, Dr. Hutchins received a Bachelor of Arts (cum laude) in 1979. She later completed a Doctor of Medicine at Mount Sinai School of Medicine in 1983, followed by a residency in internal medicine at Washington Hospital Center between 1983 and 1984 and a residency in preventive medicine at Johns Hopkins School of Hygiene and Public Health between 1984 and 1986. Moreover, Dr. Hutchins acquired a Master of Public Health at Johns Hopkins University in 1985 and a Doctor of Public Health at the University of North Carolina in 2002. Eminently qualified in her field, she is board certified by the American Board of Preventive Medicine.
Dr. Hutchins has served as an important figure in her local community as an advancement chairman for church's Boy Scouts of America troop. She remains active as a parishioner at Ebenezer Baptist Church in Atlanta and holds a membership in the National Council of Negro Women in Decatur. As a testament to her success in the field, Dr. Hutchins has received numerous awards from the U.S. Public Health Service, a 2019 Scroll of Merit Award from the National Medical Association and, among other recognitions, was inducted into the East Orange, New Jersey, Hall of Fame for 2019.
