Dr. Tamura is active as an industrial engineer specializing in wind engineering and the effects of wind on urban structures. A graduate of Waseda University, he earned a Bachelor of Engineering in 1969, winning the school's Tachu-Naito Prize that same year, and a Master of Engineering in 1971. Dr. Tamura subsequently returned to Waseda University to obtain a Doctor of Engineering in 1981.

Beginning his career as a part-time lecturer in the Waseda University College of Architecture in 1973, Dr. Tamura later served as a structural designer with the MUSA Laboratory in 1977 and a lecturer in the department of engineering at Kanto Gakuin University in 1979. He continued his career at Tokyo Polytechnic University as an assistant professor in the department of architectural engineering in 1983. At Tokyo Polytechnic University, Dr. Tamura advanced to the post of an associate professor in 1985 and a professor in 1989, teaching until he was appointed as the head of the department of architectural engineering at Tokyo Polytechnic University in 1999.

Providing his wealth of expertise to Tokyo Polytechnic University in a variety of administrative roles, Dr. Tamura further served as the director of the school's 21st Century Center of Excellence Program, titled "Wind Effects on Buildings and the Urban Environment," and the Global Center of Excellence's "New Frontiers of Education and Research in Wind Engineering" program. He found success as a professor in Tokyo Polytechnic University's department of architectural engineering until 2013, at which time he shifted his focus to coordinating the aforementioned university's Wind Engineering Joint Usage and Research Center. Dr. Tamura accepted the designation of professor emeritus from Tokyo Polytechnic University in 2015.

Dr. Tamura additionally teaches as a State Specially Recruited Experts Professor at Beijing Jiaotong University, and has thrived as a Professor in the School of Civil Engineering at Chongqing University since 2017. Throughout his career, he has been invited as a faculty member for numerous institutions across China, and dedicated the 2002 academic year as a Melchor endowed Professor and currently an Adjunct Professor at the University of Notre Dame, USA. Dr. Tamura is the former president of the International Association for Wind Engineering (IAWE) and the Japan Association for Wind Engineering (JAWE) as well.

Moreover, Dr. Tamura was selected as the Honorary Chairman of UNISDR's Wind-Related Disaster Risk Reduction Thematic Group. With decades as one of the eminent voices in wind engineering, he is the noted as founder of several notable working groups and think tanks, including the International Advanced School on Wind Engineering, the Korea-Japan Joint Meeting on Wind Engineering, the International Symposium on Wind Effects on Buildings and Urban Environment, and the Annual Regional Harmonization of Wind Loading and Wind Environmental Specifications in Asia-Pacific Economies workshop. An in-demand speaker and presenter, Dr. Tamura has been a guest of honor at more than 40 international conferences and symposia.

The creator of the Japanese Damping Database and the TPU Aerodynamic Database, Dr. Tamura has authored multiple seminal works on wind engineering, including "Advanced Environmental Wind Engineering" in 2016, and "Advanced Structural Wind Engineering" in 2013. In recognition for his groundbreaking work in tall-structure wind resistance, he has been presented with numerous accolades, including the 2016 Robert H. Scanlan Medal of the American Society of Civil Engineers (ASCE), 2016 IAWE Alan G. Davenport Medal, 2015 JAWE Design Award for his work on the Tokyo Skytree, 2004 ASCE Jack E. Cermak Medal, and a 1993 Architectural Institute of Japan Prize. Notably, Dr. Tamura remains affiliated with the Chinese Academy of Engineering, the Indian National Academy of Engineering, the Engineering Academy of Japan, Architectural Institute of Japan, the American Association for Wind Engineering, and the World Wind Energy Association, among many other organizations.
