Born in Japan, having grown up in Germany and Austria, Dr. Evans graduated from Innsbruck University in 1951 with a Doctor of Medicine. He then completed his ophthalmology residency training at Innsbruck and Frankfurt/Main Universities, followed by internships as civilian contract surgeon with the US Army in Germany and at Sisters of Charity Hospital in Buffalo, NY, and a teaching fellowship at Georgetown University Hospital in Washington, DC. Moreover, Dr. Evans is board certified in ophthalmology in Germany, the United States and Austria.
Dr. Evans began his career as head of the Georgetown Ophthalmology Service at the District of Columbia General Hospital in Washington, DC, between 1959 and 1963. He then began his tenure as program director in the Georgetown Division of Ophthalmology. Subsequently, he served as the Chief of the Division of Ophthalmology between 1969 and 1973. He considers it one of his major achievements that he was able during that time to elevate the scientific level of the Division sufficiently to be awarded Department status. After another year of nationwide search committee activity, he was offered and accepted the chairmanship of the new Department as full Professor.
Dr. Evans further found success as a consultant for the Columbia Lighthouse for the Blind and a senior consultant for the D.C. Child and Maternal Welfare Department. He also participated on the board of directors for the International Eye Foundation. Writing and producing several scientific films during his career, Dr. Evans authored and edited numerous articles for peer-reviewed professional journals and textbooks.
As educator, Dr. Evans organized for his residents foreign experiences through rotations in Iran and, later, Haiti. One of his major interests in the fight against blindness was the thorough training of technical assistants to the ophthalmologists. In 1963, he started at Georgetown the first two-year training program for ophthalmic technicians in the country. In 1969, he was one of the original founders of the (now International) Joint Commission on Allied Health Personnel in Ophthalmology (IJCAHPO) which examines, certifies, and re-certifies various levels of allied ophthalmic personnel (AOP) and participates in the accreditation of training programs. After his university retirement in 1992, Dr. Evans served for another four years as JCAHPO's Executive Vice President. Today, there are over 28,000 certified ophthalmic assistants working world-wide. Designated as a professor emeritus of ophthalmology at Georgetown University he still returned there for occasional teaching sessions until his early nineties.
An elected fellow of the American Academy of Ophthalmology since 1963, Dr. Evans notably accepted a Distinguished Service Award from the organization in 1982. He is also a member of the German Ophthalmological Society. Furthermore, Dr. Evans is a member of the Austrian Ophthalmological Society, where he delivered the first Ernst Fuchs Memorial Lecture in 1975. He is both a member and past president of the American-Austrian Cultural Society.
In 1997, Dr. Evans was celebrated with a Man of the Decade Award by JCAHPO. He was additionally presented with a Promotion of Peace and Vision Award by the International Eye Foundation in 2002. In 2017, he was elected Honorary Member by the historical Julius Hirschberg Gesellschaft. A celebrated Marquis listee, Dr. Evans has been featured in dozens of editions of Who's Who, including Who's Who in America, Who's Who in American Education, Who's Who in Medicine and Healthcare and Who's Who in the World.
