Richard Fischer received a Letter of Appreciation from President Nixon recognizing his contributions in establishing National School Bus Safety Week in 1968.

After serving his country through the United States Air Force between 1952 and 1956, Mr. Fischer began his career as a school bus driver for Orange Unified School District. Over the years, he has worked in roles of increasing responsibility including the transportation director at Centralia School District, director at La Puente High School District, and then became corporate vice president of safety & training for "ARA" School Bus service. His unwavering dedication to the safety of school children, his proactive adoption of safety equipment and technology before federal requirements and his approachability and fair-mindedness as a leader and expertise led him to start his own company in 1977, Trans-Consult School Bus World-Wide Consultant Services.
Due to his vast breadth of expertise, Mr. Fischer has been recruited as an expert witness on school bus accidents, even going so far as to testify before the United States Congress in 1972 regarding school bus safety. Additionally, he has been active as a speaker at state school bus conferences and both national and international safety conferences. Moreover, Mr. Fischer has excelled in executive positions for School Bus Safety Week, the National Safety Council and the California Association of State Transportation Officials.
In pursuit of his aspirations, Mr. Fischer completed college coursework on safety, management and accident reconstruction, and NASA, Ames Research Center "Fatigue Countermeasures Program" certification. He is also a National Highway Traffic Association Administration car seat instructor, and received School Bus Terrorist training. He has trained over 3000 school bus personnel to become school bus trainers. He remains affiliated with the school bus section of the National Safety Council and the National Pupil Transportation Association in order to remain aware of changes in the field of public safety. Outside of his primary responsibilities, Mr. Fischer contributes to his community as a church greeter and through the American Legion and Veterans of Foreign Wars.
In recognition of his outstanding commitment to student transportation and safety, Mr. Fischer received a Letter of Appreciation from President Nixon recognizing his contributions in establishing National School Bus Safety Week in 1968. He was subsequently honored by the National Safety Council with the Distinguished Service Safety Award. More recently, he also accepted a Distinguished Service Award and was inducted into the Hall of Fame of the National Association of Pupil Transportation. Looking ahead, Mr. Fischer intends to continue parlaying his expertise to others while also scaling back his full-time efforts to eventually enjoy his retirement.
