Dr. Garber is a civil engineer and distinguished professor at the University of Central Florida who celebrates close to 60 years in his professional career. After spending six years as a design engineer for several consulting engineering firms in London and as an area engineer and assistant resident engineer in Sierra Leone, West Africa, he was subsequently hired by the University at Buffalo in 1970 as an assistant professor. While at Buffalo, Dr. Garber notably played a significant role in the development of the graduate program in transportation engineering. He later taught and served as dean of the faculty of engineering at the University of Sierra Leone before devoting another 22 years teaching and chairing the department of civil engineering at the University of Virginia (UVA). Dr. Garber notably became the Henry L. Kinnier professor of civil and environmental engineering at UVA in 2002.

Focusing his research efforts on traffic operations and highway safety, Dr. Garber has been a principal investigator for many federal, state and private agency sponsored research projects. He has also been responsible for the development of a statistical sampling method for traffic counts and for a procedure for controlling speeds at highway work zones. Dr. Garber has contributed more than 150 scholarly articles and reports as a result of his work, has co-authored two books, "Transportation Infrastructure Engineering: A Multi-Modal Integration" in 2007 and the fifth edition of "Traffic and Highway Engineering" in 2015, and was active on the editorial board of the ASCE Journal of Transportation Engineering.

A celebrate figure in his field, Dr. Garber has been a longtime partner and director of Techsult & Company in Freetown, West Africa, since 1972. He was a visiting professor at University College London, the University of Canterbury in Christchurch, New Zealand, and Monash University in Melbourne, Australia. He has served on multiple committees and boards, including the executive committee of the Transportation Research Board (TRB) and as chairman of its committee on traffic safety in maintenance and construction operations. He also served as a member of several NRC/TRB policy studies on speed management, size and weight of large trucks, transportation of hazardous materials, and research priorities and the coordination in highway infrastructure and operations safety. Further, Dr. Garber was a member of several national committees of the American Society of Civil Engineers (ASCE) and The Institute of Transportation Engineers.

Dr. Garber received a Bachelor of Science in civil engineering from the University of London in 1961 and a Master of Science and Doctor of Philosophy in civil engineering from Carnegie Mellon University in 1969 and 1971, respectively. He is a chartered engineer in England and registered professional engineer in the state of Virginia.

A member of the National Academy of Engineers and the American Society for Engineering Education, Dr. Garber is also a distinguished member of the ASCE. He is an elected fellow of the Institute of Transportation Engineers (ITE) and the Institution of Civil Engineers of the United Kingdom as well. Locally, he has served on the board of directors for Workshop V in Charlottesville.

The recipient of many awards, including the TRB D. Grant Mickle Award, the ASCE Wilbur S. Smith Award and the ITE Edmund R. Ricker Transportation Safety Award, Dr. Garber is also a celebrated Marquis listee. He has been featured in over 20 editions of Who's Who in America, Who's Who in Science and Engineering, Who's Who in the World, and Who's Who in Finance and Industry.
