Dr. Finn is a former physicist and educator who enjoyed a tenured career at Georgetown University in Washington for more than four decades. During his time as a faculty member, he maintained a full professorship from 1977 until his retirement in 1996. He also chaired the department between 1990 and 1993. Dr. Finn formerly taught at Saint Vincent College in Pennsylvania from 1954 to 1955 and worked in the field as a research physicist for the Sonar Systems branch of the Naval Research Laboratory in Washington for more than 25 years between 1952 and 1978.
Highly accomplished in his discipline, Dr. Finn served as the chairperson of the test development committee and as a member of the advisory committee on science for the college board of the Educational Testing Service (ETS) from 1976 until 1986. He was also a chief reader for the organization between 1969 and 1976. The ETS is notably the world's largest private nonprofit educational testing and assessment organization. Additionally, Dr. Finn provided his expertise as the director, at Georgetown, of the Washington Junior Sciences & Humanities Symposium sponsored by the U.S. Army Research Office, Durham, NC, for nearly 20 years between 1971 and 1990. In respect to the field of physics, he consulted on behalf of the National Institutes of Health from 1983 to 1994 and served as a program manager of the international division of the National Science Foundation between 1980 and 1982. As a seasoned scientist, Dr. Finn also co-authored three volumes of the textbook, "Fundamental University Physics" published in 12 languages, with over 1.2 million copies. During a 1986-1987 sabbatical at the MIT Lincoln Laboratory, Lexington, MA, Dr. Finn set up a Lecture series on Neural Networks, which resulted in a 8-year series of DARPA grants to create a Neural Network Research facility at Georgetown as well as an ongoing NN Lecture Series.
Prior to embarking upon his professional journey, Dr. Finn sought a formal education at Holy Cross College, from which he attained a Bachelor of Science in physics in 1951. Continuing his education, he completed a Master of Science at Catholic University in 1955. Dr. Finn concluded his academic efforts at Georgetown University, from which he earned a Doctor of Philosophy in 1962.
In retirement, Dr. Finn continues to remain active in his community. He began serving as the president of the Elm Oakridge Lynn Civic Organization in Chevy Chase, Maryland, in 1992 and has been active on the board of directors of the Greater Bethesda-Chevy Chase Citizens Coalition through 2010. Aligned with several pertinent organizations throughout his career, Dr. Finn is a fellow of the Washington Academy of Sciences. Other memberships include the American Physical Society, the American Association of Physics Teachers and Sigma Xi. A celebrated Marquis listee, Dr. Finn has been cited in the fifth edition of Who's Who in American Education.
