Dr. Sampas celebrates nearly five decades of expertise in politics and international relations as a United States Foreign Service officer. Inspired by her father, an agricultural economist and the former director of the United States Department of Agriculture sugar program, she aspired to work in government administration. She holds a Bachelor of Arts from the University of Michigan, and completed postgraduate coursework at the University of Paris school of political science. In 1970, Dr. Sampas was bestowed with a Doctor of Philosophy from Georgetown University, and she would continue her studies throughout her career, earning postgraduate certificates from the Defense Resource Management Institute and the National War College.
After a brief period as a city editor for the Michigan Daily, Dr. Sampas began her political career as a registered lobbyist for the Michigan State Legislature in 1954. She became a member of the United States Department of State Bureau of Public Affairs in 1958, and was selected to serve as United States Vice-Consul to the Hamburg Consulate General from 1960 until 1962. Dr. Sampas consulted for Transcentury Corporation in the early 1970s before moving into an analyst position for the United States Bureau of Administration, where she would serve until 1975.
Dr. Sampas worked for the next four years as a General Services Officer in the United States Embassy in Belgium, returning to Washington in 1979 to become the division chief of the Office of Position and Pay Management. She transitioned into the Office of Management in 1983, where she rose to become the director in just under three years. For the next decade, Dr. Sampas found success as an active Foreign Service Officer, acting as Embassy Minister-Counselor to the United States Embassy in Beijing, the United States Mission to the United Nations, and as the American ambassador to the Islamic Republic of Mauritania before her retirement in 1998. She considers it an honor to have played an active role in international diplomacy and cultural exchange, and is proud to have built a career on her passion for politics. In her retirement, Dr. Sampas served as an active volunteer at the Johns Hopkins Sibley Memorial Hospital, and is a member of the Cosmos Club.
