LTG Blackwell is a retired United States Army Lieutenant General with more than 31 years of distinguished service to his credit. Coming of age amid impoverishment in South Carolina, he aspired to attend Clemson University and study agriculture. He enrolled in Clemson and earned a Bachelor of Science with Honor in 1963. Having participated in the Army ROTC program, upon graduation he was designated as a distinguished military graduate and received a commission as a second lieutenant of Infantry. He received an academic delay from the Army and remained at Clemson to pursue a mater's program which he completed and was awarded a Master of Science degree in 1965. He entered active duty in June 1965 at Fort Benning, Georgia. Shortly after completing training in the Infantry Officers Basic Course, Airborne School and Jungle Warfare school, he was assigned to Vietnam. After this first combat tour, he returned to the United States for a brief time and then was sent back to Vietnam for a second combat tour; this time as an Infantry company commander. LTG Blackwell has spoken little about his experiences in Vietnam, but it is clear from the awards for valor that he received, he saw considerable combat. He has spoken of the divisiveness of America caused by this unpopular war. He felt it was his duty to follow his oath and did so with pride.
Despite the challenges and horrors experienced during the Vietnam War, Mr. Blackwell enjoyed the honor of serving the country he loved, and made the decision to remain in the United States Army as a career soldier. His assignment after return from his second tour in Vietnam and attendance at the Infantry Officers Advanced Course was as an Instructor in the ROTC program at Clemson University; an assignment he truly loved. This was the continuation of a very meaningful relationship with Clemson that continued throughout his life. During his advancement through his career, he served as Commander of the First Battalion Fourth Infantry Battalion, Third Infantry Division in Aschaffenburg, West Germany, an Operations officer (G3), Chief of Staff and Commander of the First Brigade of the Ninth Infantry Division at Fort Lewis, Washington and Deputy Director of Operations at the National Military Command Center in Washington DC. LTG. Blackwell was stationed in Germany in 1989, serving as the Assistant Division Commander (Maneuver) of the Third Armored Division. In 1990, he deployed with the Third Armored to Saudi Arabia as part of Operation Desert Storm and the liberation of Kuwait. In this role, he operated forward as the lead of the Division Tactical Operations Center. LTG Blackwell credited the leadership of Major General Butch Funk and the state of training of the Division for the tremendous and rapid success of the US and Allies in liberating Kuwait. After the war, LTG Blackwell assumed command of the Second Infantry Division (Forward) while still located in Iraq. He redeployed to Garlstedt, Germany with the Second Armored. In 1992, the association with Clemson continued when LTG Blackwell returned to Clemson as the guest speaker for the graduating class and the honor of receiving an Honorary Doctorate of Laws degree. Upon return from Germany, LTG Blackwell assumed command of the 24th Infantry Division (Mechanized) at Fort Stewart, Georgia. Subsequently, he served as the US Army G3 (Deputy Chief of Staff for Operations and Plans) in the Pentagon in Washington, DC. LTG Blackwell retired from the United States Army in 1996.
LTG Blackwell is a highly decorated combat veteran. Among his numerous awards and decorations are the Distinguished Service Medal (with Oak Leaf Cluster), the Silver Star (with Oak Leaf Cluster), the Legion of Merit (with Oak Leaf Cluster), the Bronze Star with V device (with eight Oak Leaf Clusters), the Purple Heart, the Combat Infantryman's Badge, the Senior Parachutist Badge and the British Parachutist Badge.
In 2000, LTG Blackwell joined Raytheon Company as Vice President, C3I. He subsequently joined Raytheon's Network Centric Systems as vice president of Enterprise Pursuits and; subsequently, as Vice President of Business Development. In these roles, he continued his work in communications systems, developing systems and strategic enterprise campaigns for the United States Army, as well as a broad range of international clients. He retired from Raytheon in 2012. Since that time, LTG Blackwell has been an independent business consultant with PEB Consulting LLC, expanding in 2018 as the Chief Executive Officer of Victory Six Advisors.
