Dr. Sicherl is an economist, statistician and researcher at University of Ljubljana and Founder of the Sicenter. A creative thinker with a gift for reframing existing concepts, he has found success as a visiting scholar and professor at institutions around the world and has consulted for the World Bank, the United Nations, OECD, EUROCHAMBRES and the governments of Slovenia, Yugoslavia and Ethiopia, among others. Dr. Sicherl is a diplomate in economics of University of Ljubljana, and earned a Master of Arts in development economics at Williams College before returning to University of Ljubljana, where he was bestowed with a Doctor of Philosophy in economics in 1967.
Throughout the 1960s, Dr. Sicherl served as a planner for the Federal Planning Bureau in Belgrade before becoming an economist for the Yugoslav Institute for Economic Research. He was named as the deputy director of the Institute in 1967 and the director of Research for the Institute of Economic Studies in 1969, departing the following year for Harvard University, where he spent several years as a macroeconomic advisor to the Ministry of Planning and Development in Ethiopia. From 1974 until 2003, Dr. Sicherl found success as a professor of economics at University of Ljubljana, adding to his current responsibilities in 1993 with the establishment of Sicenter (Socio-economic Indicators Center), www.gaptimer.eu. During the 1980s and 1990s, he was a visiting professor and scholar at such institutions as Yale University, Williams College, London School of Economics, University of Manchester, Institute for World Economics (Kiel) and the Institute for Advanced Studies in Vienna.
Dr. Sicherl is best known for his development of two new generic statistical measures, S-time-distance and S-time-step. The fact that the Nobel Prize winner Clive Granger extended the use of S-time-distance measure to econometric forecasting is an evidence of the generic capability of the idea. Dr. Sicherl has published extensively on interpretations of public and social policy including technological penetration, life expectancy, income discrepancies and gender differences. He is the recipient of a Senior Fulbright Research Award and a former project leader for International Center for Public Enterprises. Of the many publications the books "Time Distance in Economics and Statistics - New Insights from Existing Data" and "System for Monitoring Implementation of Targets" summarize the broad areas of applications. His most recent works include "Different Statistical Measures Create Different Perceptions on the Digital Divide" and "S-Time-Distance: Dual Parallel System for Analyzing Indicators Examples of Gender Differences in Life Expectancy in the World." Dr. Sicherl looks forward to continuing his research for years to come, and is a member of the International Association for Research in Income and Wealth and the Slovenia Economic Association.
