Having been devoted to public service throughout the length of his entire professional career, Mr. Sweeney has served as a program specialist on behalf of the Office of the Commissioner, State of New Hampshire, Department of Safety, since 2015. His position came on the heels of his commitment as the assistant commissioner for the New Hampshire Department of Safety. Prior to that, he served as the director of the New Hampshire Police Standards and Training Council, which included overseeing the operation of the NH Police Training Academy and the NH Corrections Training Academy. Among other noteworthy roles, Mr. Sweeney found success as the owner and principal consultant of EMS Affiliates, a law enforcement consulting business, acting commissioner for the New Hampshire State Liquor Commission, the chairperson of the New Hampshire Board of Parole, the Assistant Director of the New Hampshire Division of Motor Vehicles, and the chief of police for the Town of Belmont, New Hampshire.
Mr. Sweeney was fortunate to work during a time when the academy had just formed its first indoor shooting range and driving facility. He was able to extensively train and gain expertise driving police cruisers, acting out mock robberies, and participating in other activities. One of the law enforcement training specialists he hired at the Academy became the first female first African American to ever serve in that position, was later promoted to the rank Academy Commandant. During his tenure at the Academy he also promoted the first female Academy Commandant. . Well regarded for his expertise, Mr. Sweeney authored "The Public and The Police: A Partnership in Protection" and co-authored "Officer's Search and Seizure Handbook."
As a dedicated civic advocate, Mr. Sweeney has also enjoyed several non-paid positions, through which he had the opportunity to contribute to his community. Notably, he is a member of the Town of Belmont Historical Society. He was also a town moderator and chairperson of the municipal budget committee for the Town of Belmont. Mr. Sweeney served as an incorporator for Lakes Region General Hospital in Laconia, New Hampshire, and an incorporator for the Iona Savings Bank in Tilton, New Hampshire.
Aligning himself as a member of multiple industry-related organizations, Mr. Sweeney is a lifetime member of the International Association of Directors of Law Enforcement Standards and Training, where he served as the president in 1991. He is also a lifetime member of the New Hampshire Police Association, a life member of the International Association of Chiefs of Police, where he actively chaired the highway safety committee, and a former chairperson of the legislative committee and vice-president of the New Hampshire Police Chiefs Association. In 1978, Mr. Sweeney received the Captain Martin Murphy Award for scholastic achievement at Saint Anselm College. During his career he also received awards for his contributions to law enforcement from the Laconia, NH Lodge of Elks, the New Hampshire State Grange, and the New Hampshire Congressional Delegation, and the J. Stannard Baker Award, the nation's foremost award for lifetime achievement in highway safety.
After graduating with academic honors from Belmont High School, Mr. Sweeney earned an Associate of Science degree in law enforcement from Saint Anselm College in 1972, and a Bachelor of Science in criminal justice, magna cum laude, in 1978. He also achieved a Master of Arts in public administration from Norwich University, the Military College of Vermont, in 1983, which is a private military academy in Northfield, VT. Mr. Sweeney became a certified police officer through the New Hampshire Police Standards and Training Council in 1962.
