From 1959 to 1983, Mr. Hershey excelled as a dairy farmer in his rural area of Pennsylvania. As a lifelong farmer, he believed that agriculture was not properly represented in local government, which inspired him to serve in the Pennsylvania House of Representatives from 1982 until his retirement in 2008. He fondly recalls having represented the citizens from the 13th Legislative District in Chester County. Though he was initially appointed as the chairman of veteran affairs and emergency preparedness, Mr. Hershey was dedicated to making advancements in local agriculture legislation.
During his career with the Pennsylvania House of Representatives, Mr. Hershey is proud to have spearheaded the Pennsylvania Rural-Urban Leadership Program, which encourages and fosters the development of adult community leaders from all segments of Pennsylvania, and the Umbilical Cord Blood Education and Donation Act, which expands education of the option to store or donate umbilical cord blood for future medical treatments. Moreover, he introduced the Agriculture Communities and Rural Environment Initiative, which addresses local ordinance controversies between farmers and municipalities. Additionally, Mr. Hershey contributed as an alternate delegate at the 1988 Republican National Convention.
Throughout his career, Mr. Hershey had found success as the chairman of the house environmental resources and energy committee and the house veterans affairs and emergency preparedness committee. Moreover, he was recruited as a member of the House Consumer Affairs Committee. Mr. Hershey concluded the last five years of his tenure as the chairman of the house agriculture and rural affairs committee.
In addition to his professional career, Mr. Hershey has remained committed to such community organizations as the Chester County 4-H Building Committee and the Chesapeake Bay Commission. Likewise, he has flourished on the board of directors for the Chester County United Cerebral Palsy. Mr. Hershey has further maintained his affiliation with the Pennsylvania Farm Bureau, the Chester-Delaware Farm Bureau, the Pennsylvania Holstein Association and the National Federation of Independent Business.
For exemplary service in government and farming, Mr. Hershey has been presented with various accolades, including the Barn Raiser Award and the Distinguished Service Award from the Pennsylvania Farm Bureau. He is a recipient of the President's Award from the Pennsylvania Veterinary Medical Association, the Friend of Beginning Farmers Award from the Pennsylvania Farm Link and the Pennsylvania Master Farmer Award from the Pennsylvania Farmers Magazine and Penn State Cooperative Extension Service. In light of his additional achievements, Mr. Hershey has been honored with awards from the Chester County Chamber of Commerce, the Pennsylvania Independent Business Association and the Chester County YMCA.
