Having grown up away from the ocean, Dr. Park became interested in maritime activities while attending a high school trip to Jeju Island in the Korea Strait. He obtained a Master of Science in operations research from Dong-A University, a private university in Busan, in 1990. Following this accomplishment, Dr. Park received a Doctor of Philosophy in marine traffic engineering from the University of Plymouth in England in 1994.
Dr. Park initially gained valuable experience as a deck officer with Maritime Overseas Corporation (New York) & Pan Ocean (Seoul), shipping companies, from 1977 until 1981. In this capacity, he served ably as the third mate on an oil tanker, the second mate on an ore and coal bulk carrier and the chief mate on a grain and general cargo break bulk carrier. From 1981 to 1986. Dr. Park served as the manager of ship operation with the Sammi and Pan Ocean Shipping Company.
From 1986 to the present, Dr. Park has maintained involvement with Korea Maritime & Ocean University (KMOU) as a lecturer, assistant, associate and full professor, and the director of the university's Sea Training Center and Office of Planning and Research. From 2008 to 2010, he made an impact as the dean of the university's College of Maritime Sciences. Having attained emeritus status as a professor, he is also the president of the research institute, Korean Institute of Navigation and Port Research (KINPR). Since 2017, Dr. Park has served as the chairman and advisor with the Expert Group 1 of Asia-Pacific Economic Cooperation (APEC) Seafarers Excellence Network (SEN), an intergovernmental forum for 21 member economies in the Pacific Rim that promotes free trade throughout the Asia-Pacific region. He has been the recipient of various awards from South Korea's Ministry of Maritime Affairs and Ministry of Education.
