Drawing on years of professional expertise in management, Dr. Blount presently excels as an occupational safety and health manager for the Department of Homeland Security (DHS). Since joining the Department in 2022, he has worked with various DHS Component organizations as a subject matter expert in his field. Previously, he worked in similar roles for the Department of Defense (DOD). As an active duty Chief Warrant Officer he served as an Instructor Pilot, Instrument Examiner and Aviation Safety Officer stateside as well as overseas in Asia, Europe and Central America. Doctor Blount retired from the U.S. Army but continued to serve as a federal employee. During his time serving as a civilian for the Joint Special Operations Command, Dr. Blount was sent to Iraq and Afghanistan by request of the United States Special Operations Command to assist deployed joint military special operations commands in their unique safety and occupational health challenges. He also spent a year as the safety director for the U.S. Army Field Sustainment Brigade in Afghanistan. A life-long learner, Dr. Blount holds a bachelor's degree in professional aeronautics and a master's degree in aeronautical science from Embry-Riddle Aeronautical University, a master's degree in postsecondary education from Troy University, and a Doctorate in Education (Ed.D.) from Liberty University.
In light of his professional expertise, Dr. Blount has been honored with military awards such as the Legion of Merit, civilian service awards for service overseas such as the Global War on Terrorism medal and the Non-Article 5 NATO medal, and academic honors to include the Outstanding Qualitative Dissertation Award from Liberty University. Likewise, he presented his dissertation at the American Education Research Association's 2019 annual meeting held in Toronto, Canada. Within the next five to ten years, he aims to retire from civil service at Fort Bragg or somewhere in the Raleigh, North Carolina area. Additionally, Dr. Blount intends to continue to participate in Christian-related ministries and Bible studies with family and friends.
