Butler, PhD, with the Albert Nelson Marquis Lifetime Achievement Award. Now retired, Dr. Butler enjoyed a distinguished tenure as an engineer and project director for the U.S. Nuclear Regulator Commission that spanned close to three decades. Hired by the organization in 1967, he served in various leading roles, including as a project manager, chief of the plant systems branch for the division of operating reactors, chief of the containment systems branch for the division of systems safety, and, more recently, as a project director for the division of reactor projects until 1995.
The U.S. Nuclear Regulatory Commission was notably established in 1974 in North Bethesda, Maryland, as an independent agency of the U.S. government to protect the public health and safety related to nuclear energy.
Dr. Butler was previously employed by Aerojet General Nucleonics from 1957 to 1962 as a nuclear engineer performing reactor design analyses for two nuclear power plants, the ML-1 nuclear power plant, and the SPUR/SNAP-50. He subsequently worked for Aerojet's parent company, Aerojet General Corporation, between 1962 and 1967, overseeing reactor analysis to support the Nuclear Engine for Rocket Vehicle Application, best known as NERVA.
As a seasoned researcher, Dr. Butler completed an extensive analysis of nuclear plants by using a high-grade computer program. He notably disseminated many of these findings by contributing several articles to the professional publication of the American Nuclear Society.
Born in the Philippines, Dr. Butler became active in high school on the swim team. He notably resumed the sport later in life when he joined the Las Vegas Masters Swim Team. Today, Dr. Butler remains active with the U.S. Masters Swimming.
Dr. Butler served as a radio operator and repairman in the U.S. Air Force from 1949 to 1952. Upon exiting the military, he received a Bachelor of Science in Electrical Engineering in 1956 and a Master of Science in engineering science in 1957 from the University of California. Continuing his studies, Dr. Butler earned a Master of Business Administration from California State University in 1966 and a Doctor of Philosophy in nuclear engineering from the University of Maryland in 1972.
During Dr. Butler's career in the industry, he was active as a member of the American Nuclear Society. Honoring his achievements, he has been featured in The Wall Street Journal.
