In addition to overseeing all the facility's engineering projects, he manages all operations of its 75-million-gallon-per-year oil re-refinery. During his tenure as the vice president of engineering, he notably led the design and construction of the Indianapolis re-refinery, recognized as the second largest of its kind.

Mr. Casbourne has over 40 years of refining experience, including executive and senior project management roles. Recruited from Safety-Kleen Corp., a billion-dollar company with a $100 million facilities capital budget that collects and recycles used oil, provides automotive and industrial parts cleaning and recycling, industrial drum waste collection and processing, as well as other services, he rose from divisional vice president at the age of 32 to corporate vice president and officer at 34. During his tenure at both these organizations, Mr. Casbourne was recognized for engineering, procuring, and constructing the three largest re-refineries in the world, which comprise over 65% of the North American re-refining capacity. His body of work also includes vice president of operations for all three facilities.
Between working at Safety-Kleen and Crystal Clean, Mr. Casbourne worked for Citgo, Lemont as Outside Battery Limits (OSBL) process lead for their 30,000 BPD low sulfur gasoline hydrotreater. He also worked as OSBL project manager for BP Whiting's 36,000 BPD ULSD hydrotreater and followed that with OSBL process lead on their $10 billion 265,000 BPD heavy Canadian crude WRMP upgrade project. He also garnered knowledge and expertise employed by SNC-Foster Wheeler in Montreal upon graduation.
Mr. Casbourne graduated from McGill University in Montreal in 1980 with a Bachelor of Chemical Engineering. He also received his Professional Engineering license with the Province of Ontario in 1985. Mr. Casbourne remains active in his industry as a Professional Engineers of Ontario member.
