Since 2023, he has been the Deputy Director of Operations NCR at the Army Rapid Capabilities and Critical Technologies Office (RCCTO). In this capacity, Mr. Winters directs all aspects of operations, administration, human resources, training, and logistics. His extensive experience in project management and operational leadership bolsters his expertise in these areas. The RCCTO is responsible for expediting critical capabilities to the field to meet U.S. Army modernization priorities.
In addition to his current role, Mr. Winters has been an outreach and assessment senior advisor for the Rapid Equipping Force since 2015, providing strategic guidance on equipping initiatives. Since 2020, he has also served as the Force Protection Systems LNO Forward in Kuwait City, Kuwait, where he manages forward-deployed operations. Furthermore, Mr. Winters has been a project manager professional at Force Protection Systems since 2021 and a senior operations manager at Radiance Technologies since 2022, overseeing complex projects and ensuring their successful execution. Earlier, he garnered success and experience as an instructor at the Georgia Institute of Technology.
Mr. Winters's career began with a notable tenure in the U.S. Army, serving as a First Sergeant from 2008 to 2015. His military background also included roles as a drill sergeant and senior instructor for the Reserve Officers Training Corps, where he trained future officers.
Academically, Mr. Winters received a Bachelor of Business Administration in business management, marketing, and related support services from the University of Maryland Global Campus and a Bachelor of Management Studies from the University of Maryland in 2015. He also achieved a Master of Business Administration from Trident University International in 2017. Apart from his degrees, Mr. Winters received several professional credentials, remaining active as a certified project management professional through the Project Management Institute since 2021.
Outside of his professional life, Mr. Winters is actively involved in civic organizations such as the Association of the United States Army and the National Association for the Advancement of Colored People. He also volunteers within his local community, demonstrating his commitment to giving back and supporting others.
During his military service, Mr. Winters was decorated with a prestigious Bronze Star Medal with a valor device and several other commendations, including Bronze Service Stars and the Civilian Mandatory Service Medal. He attributes his success to hard work and self-motivation, values instilled in him early on.
Mr. Winters plans to continue excelling in his current role while completing a petitionary course required for certification with the DAU. This credential will further enhance his qualifications in program management within the context of the U.S. Army.
