Dr. Bazira, an esteemed expert in public, women's and children's health, and health systems governance, is the policy director at the Community Health Impact Coalition in Maryland. In this role since 2023, she has advocated for changing policies for community health workers, 70% of whom are women, and the majority are not paid.
Leveraging an extensive career that spans over two decades, Dr. Bazira was the lead health employment specialist at the Mastercard Foundation from 2022 to 2023 before joining the coalition. In this capacity, she designed a program for community health workers in middle-income countries. She also excelled as a senior program manager at Medical Care Development International between 2018 and 2022, where she worked on the Global Impact Malaria Project across over a dozen countries funded by the U.S. government. Additionally, Dr. Bazira collaborated with Johns Hopkins University from 2017 to 2018 as a senior project officer and senior program officer at Jhpiego Corporation, supporting various programs in Tanzania focused on key populations affected by HIV/AIDS.
Dr. Bazira's earlier roles included working as a public health consultant from 2016 to 2017 and holding multiple leadership positions abroad. She was affiliated with Amref Health Africa in Kenya, where she was instrumental in shifting the organization's focus to strengthening community health systems. She also held key positions at Abt Global in Nigeria, the University of Maryland in Rwanda, Catholic Relief Services in Nigeria, and Mbuya Military Hospital in Uganda, dating back to 1992.
Dr. Bazira graduated with a Bachelor of Medicine and Dental Surgery from Makerere University in 1991. Years later, she acquired a postgraduate diploma in human resources management and development from Uganda Management Institute in 2001 and a Master of Public Health in health economics from the University of Cape Town in 2004. Dr. Bazira also received professional credentials in health systems management from the Galilee International Management Institute in 2009, executive leadership from Cornell University in 2015, USAID contract management from Humentum in 2015, governance and health from John Hopkins Bloomberg School of Public Health in 2016, and, among others, USAID contract management from Development Essentials LLC in 2018.
An active member of several industry-related organizations, Dr. Bazira has been influential in the International Health Economics Association, the African Health Economics and Policy Association, the International Association for Dental Research and the American Public Health Association.
Dr. Bazira's civic involvement has included membership in Rotary International and as a director of the Rotary Foundation committee at the Rotary Club of Kilimani Alfajiri in Nairobi, Kenya. She is also influential as a mentor at the Yali Regional Leadership Center, as a board director at the Kenya Healthcare Federation and as a volunteer with Columbia Area Mothers of Multiples and her local church. Dr. Bazira aims to continue her nonprofit work by serving with various high-profile foundations, such as the Gates Foundation, to influence global health funding initiatives.
As an expert in her field, Dr. Bazira has authored numerous articles in the Journal of Telemedicine and Telecare, the International Journal of Health Sciences and Research and other publications since 2005, covering topics such as HIV care, mobile health intervention and health facilities in Uganda.
As a testament to her success, Dr. Bazira has received numerous awards, including the SPOTS Award from Catholic Relief Services and recognition as the Best-Performing Project Manager in Nigeria. She attributes her success to the values imparted by her parents, particularly her father, who taught her to pursue excellence and persevere. Dr. Bazira's passion for women's and children's health stems from witnessing maternal mortality, miscarriages and high mortality rates while coming of age and becoming inspired to address these critical issues.
