Mr. Patrick has 36 years of professional experience, with 30 as an attorney and shareholder of Patrick Miller Noto P.C. Through the firm, he practices exclusively in the fields of water rights, water and wastewater planning, water transfers, tribal water law and wetlands law. Each day, he is responsible for providing clients legal services and consultation in the areas of water rights law, water resource and waste water planning, water transfers, water quality law, infrastructure planning and development, basin planning and mediation, transboundary water issues, tribal water law, geothermal law, and aquatic environmental law (ESA and wetland law). He represents clients that range from individuals to major corporations, from municipalities to regional basin authorities, as well as ranchers to resorts.
Looking back over his career as a whole, Mr. Patrick attributes his success to his passion for the work and his enjoyment of the field. He became involved in his profession because he worked for the National Energy Institute while attending law school. He became interested in water rights, and it has been a natural progression ever since.
Mr. Patrick received a JD from the National Energy Law & Policy Institute at the University of Tulsa School of Law in 1978, and a Bachelor of Arts from Virginia Polytechnic Institute and State University in 1974. He was recently inducted into Worldwide Registry and also maintains affiliation with the Natural Resource Section of the American Bar Association, as well as the Section on Energy and Resources Law of the International Bar Association, and the Water Law Section of the Colorado Bar Association. His additional memberships include the Oklahoma Bar Association, the Texas Bar Association, the College of the State Bar of Texas and the International Water Resources Association. He is on the Board of Advisors to the Bloomberg Water Law and Policy Monitor and the Board of Advisors of the Sustainable Energy Resources Law Institute of the University of Tulsa.
